On March 25, 2020, at the request of the Texas Propane Gas Association, the Railroad Commission of Texas (RRC) issued a waiver for transport drivers, exempting drivers from certification requirements during the COVID outbreak. This week, the association has received written clarification from the Railroad Commission of Texas regarding the waiver that although it only states transport drivers in the waiver, it applies to both transports and bobtails.
"The Notice to Alternative Fuels Licensed Transport Companies sent out March 25, 2020 was issued to prevent a shortage of LPG drivers, due to the pandemic, and a potential for local or regional propane shortages, due to a decline in the certified LPG driver population. This notice allows both bobtail (local) and transport (regional) drivers to perform delivery operations without a Railroad Commission of Texas certification while Governor Abbott’s State of Disaster remains in effect."
